To the International Human rights organisations and mass media 

Ladies and Gentlemen,
I was one of the active members of Uzbek opposition who fought for Independence of Uzbekistan and currently I'm among the people whose target is ruthless dictatorship in Uzbekistan. Due to my political activity my family members, including paternal and maternal relatives, have suffered and even faced to brutal torture and imprisonment. Although allegations against my family and close relatives were fabricated and brothers were imprisoned, I tried not to politicize the matter and did not go to public.
In 1993 I was arrested and illegally kept in an interrogation cell until 1994 and that year was sentenced to prison. Uzbek authorities, police and KGB, did not stop persecuting my family and fabricated false cases against my wife Kurbanoy and she was brutally interrogated with torture by police and KGB officers whereupon kept in house arrest.
After my imprisonment Uzbek police and KGB targeted my father and brothers. They were tried in a public trial then exiled. When I was released from prison then they were allowed to come back to their country of origin. Since 1999 Tashkent bombings Uzbek regime has been trying to achieve my extradition to Uzbekistan using its links in Interpol. My two brothers: Bekchanov Yarash, date of birth 1967, Bekchonov Beknazar, date of birth 1976, were arrested and later imprisoned.
Bekchonov Yarash was captured by Uzbek KGB officers in Turkmenistan in 2002 and was illegally smuggled to Uzbekistan and later was accused in carrying narcotic drugs then imprisoned. In 2003 Bekchanov Beknazar was captured by Uzbek KGB officers in Khorazm and was accused in carrying narcotic drug then imprisoned. KGB officers ruthlessly tortured them and demanded to cooperate with clandestine service in order to capture and return Safar Bekjan to Uzbekistan.
My youngest brother Beknazar Bekchonov has died mysteriously. Yarash Bekchonov fled to Moscow after serving the sentence. Until November 2011 he was working as a mechanic at car garages which are located in Moscow region. In 2011, November, he went to Kolonna city, which is located in Moscow region, as an interpreter in order to help some Uzbek people who could not speak Russian and had been arrested by police then brought to police station for further investigation. Yarash Bekchonov was enforced to give false witness statement against another Uzbek people who were accused in drug dealing. Bekchonov refused to comply police's illegal demand and he was faced further investigation. Hence Russian police discovered that Yarash Bekchonov is a brother of Safar Bekjon who is wanted via Interpol. Then Russian police started threatening to Yarash Bekchonov with deportation to Uzbekistan and he was told that if he wants to be released then he must pay certain sum of money to police. Although Yarash Bekchonov has got all necessary documents and registration with Immigration, police officers of Kalonna city are ignoring them and continue demanding money from him. All necessary documents with immigration registration card were given to Kolonna city's police investigator. Due to severe torture in Uzbek prisons Yarash Bekchonov acquired some illnesses and he needs urgent medical, psychological treatment. Now he is in a life threatening depression because of Russian police's illegal and inhuman act toward him. I call upon International Human rights organisations and mass media to investigate my brother's case and shed light on the matter he faced.
